Conference "Towards Efficient Public Procurement in the Western Balkans" was held

The conference was held on 28th of November in Belgrade, at Hotel Metropol Palace.

The conference was organized by Open Society Foundation Serbia in cooperation with partner organizations from project “Towards Efficient Public Procurement Mechanisms in the EU (potential) Candidate Countries” (Network for the Affirmation of the Non-Govermental Sector (MANS) from Montenegro, Center for Civil Communications from Macedonia, Center for the Development of Non-Profit Sector from Serbia, Open Society Fund from Bosnia and Herzegovina and Open Society Foundation Slovakia). The project is funded by the European Union Instrument for Pre-accession Assistance (IPA) Civil Society Facility.

Opening speeches were given by Jadranka Jelinčić, Executive Director of the Open Society Foundation Serbia and Nicola Bertolini, Head of Section, DG Enlargment, European Commission.

Their speeches were followed by the presentation of the results of the comparative study of the legal and institutional framework for public procurement, the effectiveness of the existing systems, corruption risks and concrete recommendations for improving the public procurement system in Bosnia and Herzegovina, Montenegro, Macedonia and Serbia were given. A special part of the research was devoted to the harmonization of the laws of these countries with the EU.

The conference continued in two thematic panels dedicated to issues of great importance for the area public procurement. First issue was resistance of the existing system to corruption and the other one were changes that will occur as a result of further European integration (potential) candidate countries for EU membership, as well as the consequences that these changes can produce.

The participants of the conference were representatives of civil society, state bodies, businesssector and media from the Western Balkans region and Slovakia, as well as representatives of EUinstitutions.
